The Supportive Housing Network of New York (SHNNY) has identified more than 45 funding programs for supportive housing:
According to the Network, "A typical supportive housing residence receives funding from a patchwork of city, state, federal and private sources. Keeping tabs on these funding programs -- their guidelines, deadlines and fine print -- can be a cumbersome task. So the Network has created a Funding Guide, a one-stop resource for anyone looking to find funds for supportive housing.
Our Funding Guide offers up-to-date information and analysis on over 45 New York supportive housing funding streams. Each profile contains the basic facts and figures for its given program. New York City Department of Housing Preservation and Development (HPD) - Development Financing Programs
HPD and its sister agency, the Housing Development Corporation (HDC), have a range of financing programs to assist owners and developers of affordable housing, including:
New Construction: HPD and HDC offer a range of low-cost financing options for new construction on privately-owned vacant and underutilized sites
Preservation : HPD offers a range of low-cost financing options for privately-owned buildings of varying size. The rehabilitations can range from systems replacement to gut rehabilitation.
Distressed Asset Financing Programs:The Distressed Asset Financing Programs address issues of financial and physical distress in both small homeownership projects and large multifamily properties. This group is responsible for providing both financing tools and policy proposals that shape the City’s response to foreclosures, overleveraged properties, declining sales markets, and stalled sites.
Supportive Housing Loan Program: HPD offers low-cost financing to qualified nonprofits to develop permanent affordable housing with supportive services for homeless and low-income tenants.
Tax Incentive Programs: Tax incentive programs are for developers and future or current property owners. Some applications are available online. Click on programs for more details and links to available forms and applications.
Low Income Housing Tax Credits: Low Income Housing Tax Credits are awarded annually on a competitive basis to qualified low-income housing projects.
Inclusionary Housing: The Inclusionary Housing Program provides a zoning bonus for multiple dwelling developments in return for new construction, substantial rehabilitation, or preservation of permanent affordable housing.

Governor Cuomo Announces $785 Million in Economic Development Funding Through Regional Councils.
Governor Andrew M. Cuomo has announced that $785 million has been awarded through the Regional Economic Development Council initiative, continuing the State's efforts to redesign the way state government works in order to drive economic growth and create jobs.
Announced in July, Regional Councils represent a fundamental shift in the state's approach to economic development from a top-down development model to a community-based, performance driven approach which empowers individual areas to develop comprehensive strategic plans that invest in regional solutions to create jobs and economic growth.
